It is also not appropriate to require the developer to pay for a consultant to review matters not be¬fore the ZBA. For example, if no approvals under a local wetlands bylaw are being requested, it is not reasonable to ask the developer to pay the cost of a wetlands scientist. The ZBA’s role is to review the developer’s application. If the application is missing information the ZBA needs in order to reach a decision, the ZBA should ask the applicant to provide additional information (narrative, data, plans, as appropriate) about valid local concerns that are within the ZBA’s jurisdiction.
